CTA analyses new EU public procurement rules to drive innovation
  • Carlos García Delgado, Head of Public Sector at CTA, took part as an expert in an ECCP EU Industry Talk to discuss the opportunities arising from the new European public procurement framework for SMEs, innovative companies and industrial competitiveness.

CTA participated in the online event “EU Industry Talk: The new public procurement rules – What the Commission’s proposal could mean for industry”, organised on 14 October by the European Cluster Collaboration Platform (ECCP) on behalf of the European Commission.

The event brought together more than 450 participants from over 30 EU and associated countries to discuss the European Commission’s proposal for a new public procurement regulatory framework and its potential implications for businesses, public authorities and business support organisations.

Representing CTA, Carlos García Delgado, Head of Public Sector, joined the expert panel alongside representatives from the European Commission, SMEUnited and the Confederation of Swedish Enterprise.

The discussion focused particularly on the opportunities and challenges posed by the new rules for the participation of SMEs and innovative companies in public procurement, as well as the role that organisations and clusters such as CTA can play in bringing the needs of public buyers closer to the capabilities and solutions developed by companies.

More accessible, innovative and strategic public procurement

The proposal aims to make European public procurement more harmonised, flexible and accessible, particularly for SMEs, by simplifying and digitalising procedures and encouraging greater collaboration between public buyers and businesses.

The new framework also seeks to strengthen public procurement as a driver of innovation, competitiveness and sustainability, while facilitating access to the European market for innovative companies.

Experts discussed the opportunities and challenges that the new framework may bring for European industry, as well as the role of clusters in fostering the participation of SMEs and innovative companies.

The event is part of the EU Industry Talks, a series of ECCP webinars aimed at promoting dialogue on key issues shaping European industrial policy.
